We just received an important ACTION ALERT we need your help with! ARRM, our local trade association, askedus to contact House and Senate members who represent our ICF/ DD homes and ask them to support SF 756/ HF 568, ARRM’s ICF legislation. This is the only way we’re going to get a rate increase for our ICFs (6-bed homes)!
Please reach out to the legislators who represent the home your loved one lives in! The funding proposed in the Governor’s proposal only impacts a small number of ICF/ DDs across the state and does not go far enough to fully support all ICF services across the state. We need to make sure it’s included in the Human Service Omnibus Bill!
Here’s what you need to do:
1.) Copy the email below into a separate email.
2.) Look up who represents the home your son/daughter lives in on in the table below.
3.) Send separate emails to both the Representative & the Senator.
You can use the Email Subject line: Please Support ICF Legislation for Disability Providers!
**If you live in the district where the home is located, be sure to mention that you are a constituent. This will move your email up to priority status, so it’s read before the others!

Thank you for your advocacy! Together, we can make a change!

Dear Senator ________________ OR Representative___________________
I am reaching out to ask for your support of SF 756/ HF 568, this is ARRM’s ICF legislation proposing to increase reimbursement rates by $50 and create a new rate floor for Class A and Class B providers.
The Phoenix Residence provides services in small 6-bed community-based ICF homes and my ___son/daughter/family member__ lives at one in your district. The homes are in residential districts, near the homes of the individual’s family members and their work or day program sites. These homes were built specifically to meet the needs of individuals requiring a barrier-free environment and to meet the accessibility needs of the individuals residing there. The homes look and function like a family living environment. The services are centered around person-centered principles.
The Phoenix Residence Inc., like all providers and businesses across the state, are struggling with the workforce crisis and to provide the necessary supports to help individuals live their best life in the home and community where they have chosen to live. Phoenix's ICF reimbursement rates are not sufficient to provide livable wages for Direct Support Professionals (DSPs) who are required to help individuals with personal care, community engagement, employment, and to maintain safety and quality standards.
Please support ARRM’s legislation SF 756/ HF 568 to increase reimbursement rates by $50 and create a new rate floor for Class A and Class B ICF/DD services. The funding proposed in the Governor’s proposal only impacts a small number of ICF/ DDs across the state and does not go far enough to fully support all ICF services across the state. ICF providers serve as a support in the system to help individuals with ID/DD who have higher needs that cannot be met in other community settings and is a more appropriate alternative to skilled nursing home services. Please advocate to Chair Noor and Chair Hoffman to include SF 756/ HF 568 in the Human Services Omnibus Bill.
Thank you for your support! If we don’t make the necessary investments to support ID/DD services across the spectrum, the system is at risk of collapse.
Sincerely,
[Your name]
